Rare Glitch!
Curous as to whats it worth? rare? not rare?

There's nothing glitched about it, +1 to attribute was fairly common back then, and it's available in inscription form today.
Any decent monk will want +30 or the like as well as +10al vs __, so in my opinion it is merchant food. |

Yeah, not rare at all. I have a few like this. Still drop....
Actually not available in "inscription" as those are only the shields attribute as in +1 Tactics on a tactics shield. If it was 45 enchant at least might get a bit - but both mods are imperfect. I would merch it.
